Pasir Panjang Power District: Where Waterfront Living Meets the Future – The First GSW Project
Supported by the Singapore Land Authority (SLA), the Singapore Land Authority (SLA) is looking for innovative proposals to develop Pasir Panjang as a signature lifestyle destination in the next 15-20 years. The contest, “Powering Up Pasir Panjang”, conducted between April and June 2019, was for ideas on a conceptual masterplan that would drive regeneration across the entire area, as well as ways of repurposing the Powerhouse, whilst celebrating its heritage. Another winning idea, which received special mention, was an idea that would turn the A-power station into a creative hub, along with housing and hotel uses.
The master plan must incorporate ideas for the revival of Power Station buildings (Power Stations A and B, as well as associated buildings and structures) and surrounding open space, while also considering the sites waterfront setting, industrial heritage, and proximity to adjacent Labrador Wildlife Refuge. These connected pathways will link with an ongoing waterfront promenade, with such a connection route comprising lung-like vegetation, like a future Pasir Panjang linear park connecting the Labrador Nature Reserve to the West Coast Park, via the working port of Pasir Panjang and the Power Zone.
Flats and working studios for people from creative industries and arts, roof garden areas, and expansions to parks and green spaces are some of the ideas proposed for transforming the aging Pasir Panjang Power District on the south coast of Singapore.
As part of a governments plans to redevelop the Greater Southern Waterfront, towers of former theme parks, farms and aging commercial containers are to be used for building the towers as part of a push to revamp the Pasir Panjang Power District.
It outlines that prospective developers must use existing open spaces in Singapore’s 15-hectare Pasir Panjang Power District, whilst preserving its existing structures and heritage, that public spaces around the area and along the waterfront would be open to the public, and that the district would link into the forthcoming Greater South Waterfront Network, which runs from Pasir Panjang to Marina East.

Underground Powering the Future: South-East Asia’s First Large-Scale Substation in Labrador
Singapore Power will build the largest substation in South-East Asia, under-ground, in Labrador, in an effort to optimize space for Singapore’s land development. The power station is expected to be completed by 2024, serving electricity needs for Alexandra, Clementi, Keppel, Pasir Panjang, and Science Park District. The substation is scheduled for completion in 2024.
In terms of making maximum use of underground space, setting up Singapore’s first 230kV underground substation will free up 3ha of land above ground, which is about the size of three football fields.
The Urban Redevelopment Authority (URA) told The Business Times the substation will be integrated with a 34-storey development, which is one part of the Greater Southern Waterfront project.
GSW Housing Development: Keppel Club to Bloom with 9,000 HDB Flats and Private Homes
A 48-hectare site, known as the Keppel Club, will be transformed into a new housing estate comprising 9,000 residential units. Of these, around 6,000 units will be private housing projects while the remaining 3,000 units will be public housing flats. This is part of an urban redevelopment plan by the Housing and Development Board (HDB) and Urban Redevelopment Authority (URA).
This new residential development is set to become an integral part of Singapore’s upcoming Greater Southern Waterfront (GSW). With this new development comes the promise of more waterfront homes and better quality living environments for many Singaporeans who can benefit from it.
Keppel Club site will link up with Pasir Panjang Power Station and other developments along the coast to create a “unique waterfront living experience”. The project is expected to be completed in 20 years’ time. The Keppel Club site is located close to Labrador Park MRT Station and Pasir Panjang Power District.
The plum Keppel Club site is part of a larger redevelopment effort for Singapore’s Telok Blangah area. As such, this project will not only provide much needed housing in the area but also help develop an attractive waterfront district with many amenities available close by.
Reviving History: St James Power Station and its Reimagining within the Greater Southern Waterfront
In partnership with local firm Mapletree Investments, St James Power Station Restoration is set to re-establish the landmark site as part of an imminent Great South Waterfront development.

Singapore has a lot of shiny high-rises that house fancy offices, but a colonial-era power station is the first choice for the global headquarters of electric appliances giant Dyson because founder James Dyson wanted an inspiring location. While Dyson is known for its super-modern machines, he says, he appreciates design and heritage too.
Dyson, an electric appliances giant, is looking to bring a number of eco-friendly architectural features – like its use of cross-laminated timbers and energy-efficient lighting – over from its Colonial-era plant to the St James power station.
The power station ticks these boxes, considering that it was gazetted in 2009 as a National Monument, boasting signature architectural features like its red-brick exterior, complete with windows along its length, and its distinctive chimney. While the building is no longer producing power, it remains a standing memorial to the islands modernisation and urban growth in the colonial era.
